Senior Research Associate, Monitoring and Evaluation

The Clinton Health Access Initiative (CHAI)
recently reached a strategic decision to
apply the techniques it has used successfully to improve
access to HIV/AIDS and
malaria treatment in developing countries to essential
vaccines.
CHAI is planning to support
national governments of high burden countries to
accelerate the introduction and uptake of life-saving pneumococcal
and rotavirus
vaccines. The first large countries to introduce these
vaccines will present essential
learning opportunities to inform introductions throughout
the rest of the developing
world. As such, CHAI anticipates that robust evaluation
and operational research will be
a critical component of its support in this area, working
closely with partner
organizations such as the World Health Organization and
UNICEF. This evaluation and
research will be pursued within the context of CHAI’s
greater organizational focus on
implementing “evidence generating activities” to
achieve greater health impact through
its work.
We are seeking a talented, highly motivated,
and flexible individual with deep
knowledge and experience with health evaluation and operational
research to design
and drive CHAI’s relevant analytical work on vaccines.
More broadly, this individual will
help to shape and guide CHAI’s approach to evidence
generation across its entire
global portfolio. The Specialist will be based in the East
Cost of the United States with

rapidly expand access to high quality health care. CHAI
is seeking a highly qualified individual to fill the position
of Senior Research Associate on the Global Monitoring and
Evaluation (M&E) team. CHAI hires individuals with
outstanding academic credentials and analytical capabilities,
as well as a strong record of leadership. We place great

The Senior Research Associate will play a key technical role in the monitoring
and evaluating CHAI’s Prevention of Mother to Child Transmission (PMTCT)
programs. These programs are dynamic, not prescribed, and will require the
Senior Research Associate to continually identify opportunities for CHAI to
support national data systems, improve data quality and use and assess program
progress. This position will work in close collaboration with the Global PMTCT
team.

Expressions
of Interest to host a South Asia regional center
CLEAR (Regional Centers for Learning on Evaluation
and Results) is currently inviting Expressions of Interest
(EOIs) from existing academic/training institutions based
in South Asia to host a South Asia regional center.
The CLEAR Initiative
CLEAR (Centers for Learning on Evaluation and Results) is a multiregional initiative,
whose goal is to contribute to strengthening the monitoring, evaluation,
and results-based management capacity of countries and their governments
to achieve development outcomes. The initiative is supported by the African
Development Bank (AfDB), the Asian Development Bank (ADB), the Swedish International
Development Cooperation Agency (SIDA), the United Kingdom's Department for
International Development (DFID), the Independent Evaluation Group (IEG),
and the World Bank Group.
CLEAR will support academic/training institutions
based in Africa, East Asia, Latin America, and South Asia
to provide demand-driven, cost-effective, and sustainable
capacity development services in monitoring, evaluation,
and performance management for countries in each region.

Call for Expressions of Interest
in South Asia
CLEAR is inviting expressions of interest (EOIs) from an academic institution
or consortium of institutions based in South Asia to host a regional center.
CLEAR expects to contribute approximately US$ 400,000 to help the selected
institution deliver capacity building services that meet regional needs and
international quality standards. The majority of the funding must be used within
one year.
Instructions to Apply
The South Asia Center will be selected through a two-stage process. A selection
committee will shortlist applicants based on the EOIs they provide and invite
institutions to present full proposals for the final selection. Proposals
that articulate a training strategy designed to achieve long-term client-engagement
and impact will be favored. The deadline to submit EOIs is August
23, 2010.

to conduct an impact study of the work of the Peace Corps
(PC) in Mozambique. The study will document the impact
