Summary Job Description: The Project officer will play a central role in carrying out the day to day activities of the project. Background: The Africa Gender and Development Evaluators Network (AGDEN) was established by Africa Evaluation Association (AfrEA) and UN WOMEN to advance the cause of gender and human rights based monitoring and evaluation in Africa. AGDEN’s main objective is to share information, knowledge and evaluation resources including tools, methodologies with other practitioners. Since 2004, significant ground work was undertaken by the Network on further promoting gender equality and right based M&E in Africa.

These include, but not limited to develop capacity for gender and rights responsive monitoring and evaluation, in 2008 AGDEN was commissioned by International Organisation Development Ltd (IOD-PARC) to conduct a rapid research for Malawi, Mozambique, Nigeria, Sierra Leone, and Rwanda, for Research Into Use (RIU) programme in Africa, to provide a broad overview of the regional response for capacity strengthening in development evaluation.

Currently, AGDEN is undertaking a re-profiling exercise based on the need to better serve the emerging needs in the areas of gender equality and women’s human rights responsive M&E as well as on the need to promote GE/HR monitoring and evaluation at different levels. Thus, AGDEN is seeking to recruit prospective men and women to occupy these positions within the project. The selected candidates will be required to start immediately from August 2011.

Thematic Evaluation of UN Women Action to End Violence against Women (VAW) in the East and Horn of Africa sub-region

UN Women (previously UN WOMEN) is seeking the services of qualified consultants/company to undertake a Thematic Evaluation of UN Women Action to End Violence against Women (VAW) in the East and Horn of Africa sub-region. The objectives of the thematic evaluation are:

1) To analyze the relevance, effectiveness, efficiency and sustainability of UN Women action to end VAW from both a sub-regional perspective and at country level.
2) To identify strengths, weaknesses, challenges and current trends in UN Women initiatives that have implications for strengthening its future managerial, programmatic and funding directions.
3) To provide forward-looking recommendations and a potential Theory of Change to strengthen programming in the area of VAW in the sub-region.

2012-2016 UNDAF M&E plan in Cape Verde

Background
As one of eight pilot countries driving the UN Reform at country level, the UN Country Team in Cape Verde is working together within the “Delivering as One” initiative. The objective is to enhance effectiveness and efficiency of the UN to better assist the Government of Cape Verde in achieving its development results, including the Millennium Development Goals (MDGs), and to ensure a smooth transition process following the country’s graduation from the group of LDCs in January 2008.

The UN system in Cape Verde, together with the Government of Cape Verde, has started the process to develop a new United Nations Development Assistance Framework (UNDAF) to cover the period 2012-2016. The UNCT is currently revising the Country Analysis, in order to identify challenges, opportunities, objectives and comparative advantages. This process will result, in the next months, in the formulation of the first level of the UNDAF result matrix (UNDAF outcomes). In the view to successfully conclude the formulation process in line with both UN and governmental programming cycle, the support of an external consultant is required to strengthen the M&E component of the new UNDAF Result Matrix, as well as establish the grounds to strengthening M&E national capacities.

Purpose
Grounding the analysis on Result-based Management (RBM) and Human Rights Based Approach (HRBA) principles and securing that a gender-aware perspective is solidly integrated, the consultant will develop the 2012-2016 UNDAF M&E plan.

apply the techniques it has used successfully to improve access to HIV/AIDS and
malaria treatment in developing countries to essential vaccines.

CHAI is planning to support national governments of high burden countries to
accelerate the introduction and uptake of life-saving pneumococcal and rotavirus
vaccines. The first large countries to introduce these vaccines will present essential
learning opportunities to inform introductions throughout the rest of the developing
world. As such, CHAI anticipates that robust evaluation and operational research will be
a critical component of its support in this area, working closely with partner
organizations such as the World Health Organization and UNICEF. This evaluation and
research will be pursued within the context of CHAI’s greater organizational focus on
implementing “evidence generating activities” to achieve greater health impact through
its work.

We are seeking a talented, highly motivated, and flexible individual with deep
knowledge and experience with health evaluation and operational research to design
and drive CHAI’s relevant analytical work on vaccines. More broadly, this individual will

The CLEAR Initiative
CLEAR (Centers for Learning on Evaluation and Results) is a multiregional initiative, whose goal is to contribute to strengthening the monitoring, evaluation, and results-based management capacity of countries and their governments to achieve development outcomes. The initiative is supported by the African Development Bank (AfDB), the Asian Development Bank (ADB), the Swedish International Development Cooperation Agency (SIDA), the United Kingdom's Department for International Development (DFID), the Independent Evaluation Group (IEG), and the World Bank Group.

CLEAR will support academic/training institutions based in Africa, East Asia, Latin America, and South Asia to provide demand-driven, cost-effective, and sustainable capacity development services in monitoring, evaluation, and performance management for countries in each region.

Call for Expressions of Interest in South Asia
CLEAR is inviting expressions of interest (EOIs) from an academic institution or consortium of institutions based in South Asia to host a regional center. CLEAR expects to contribute approximately US$ 400,000 to help the selected institution deliver capacity building services that meet regional needs and international quality standards. The majority of the funding must be used within one year.

The South Asia Center will be selected through a two-stage process. A selection committee will shortlist applicants based on the EOIs they provide and invite institutions to present full proposals for the final selection. Mozambique Impact Study – Contractor Request for Proposal

Peace Corps Mozambique (PC/MZ) seeks a Contractor to conduct an impact study of the work of the Peace Corps (PC) in Mozambique. The study will document the impact of the work of Peace Corps Volunteers (PCVs) from the perspective of the Mozambicans with whom the Volunteers live and work.

Proposals in English are required by August 9, 2010 and the impact study will be conducted by the contractor upon award of the contract on or about September 13, 2010 through January 17, 2011. The contract shall be firm fixed-price, paid in Mozambican Metical.

The RT is currently looking for an independent expert to perform an assessment of ICANN decision-making to identify whether ICANN’s processes and procedures are designed and executed in a manner that ensures its AoC commitments which are: to maintain and improve robust mechanisms for public input, accountability and transparency so as to guarantee that the outcomes of its decision-making reflect the public interest and are accountable to all stakeholders.
