Scott Bayley is the Australasian Evaluation Society’s representative on the IOCE. Since developing an interest in program evaluation some 20 years ago Scott has worked as an evaluator for various federal and state government agencies in Australia and as a consultant for the UNDP in Vietnam. Scott is currently employed as an evaluation specialist (knowledge management and capacity building) with the Operations Evaluation Department of the Asian Development Bank in Manila Philippines. Scott has authored numerous evaluation reports, articles and workshops in the areas of assessing program impacts, results-based management, public sector performance indicators, client satisfaction surveys, performance auditing, and measurement theory.
