Issaka Herman Traoré

International Development and Monitoring-Evaluation Specialist (Programme & project management)

Issaka Herman Traoré has over 14 years of experience in development project monitoring and evaluation, M&E systems development, participatory rural appraisal, and supporting project preparation and implementation in diverse fields (agriculture, natural resource management, food security, alternative energy, and mining). In 2003 he completed his studies in International Development at the Kimmage Development Studies Centre in Dublin Ireland, attaining upper second class honours in the academically rigorous National Diploma programme (Irish B.A equivalent). As well as working in staff and extended term consulting positions for a number of different private and non-government organizations (Re-Plan, SOS-Sahel, Catholic Relief Services), Mr. Traoré has extensive experience as a freelance evaluation and training consultant for a wide array of public sector and non-profit clients. Mr. Traoré has taken a lead role in the African Evaluation Association, and has recently taken up a position on the council of this organization. He has presented several papers on Evaluation at international conferences in Lisbon, Cairo, Niamey, and his committed to the development of an African Evaluation School of thought based on the know-how of the African communities-of-practice for evaluation. In addition to his Evaluation skills & competencies, Issaka is author of a Book published by the French Editor “L’Harmattan”, he is also an independent journalist collaborating with several newspapers in Burkina Faso.

Mr. Traoré is currently the Senior M&E Specialist at National Democratic Institute for International Affairs (NDI) in Burkina Faso. He is combining Management, M&E, and Proposal writing skills as well as Partnerships development.

In March 2010, he attended three weeks courses on Participatory Planning Monitoring and Evaluation-Managing for Impact at the Centre for Development Innovation- Wageningen University and Research Centre. This course is rewarded by a Certificate on PPME-M4I.

As the Team Leader of Partnership & Institutional Collaboration Team of AfrEA, Mr. Traoré worked with CDI- Wageningen University and Research Centre and ISSP-University of Ouagadougou to develop a joint Project of M&E capacity Building for Francophone West African Countries. This course is scheduled to start in September 2011, where Mr. Traoré will be one of the facilitator of the courses.

In August 2010 Mr. Traoré joined the Board of IOCE (International Organisation for Co-operation In Evaluation) as a Representative of AfrEA (African Evaluation Association).

In March 2009, Mr. Traoré was elected as a Board Member of AfrEA, in which Board he is acting as the Team Leader of the Partnership & Institutional Collaboration Team.
